Post live tv 
When I play live tv, after an hour or so, the monitor will lock or crash with
the picture still showing. In other words, the computer does not crash only
the monitor. However, I still have to reboot the system. The Task Manager
does on work.

If the video is still on the screen then I do not think the monitor is
freezing I think the graphics card is what is freezing.
Do you then use keyboard commands to restart the system?
What is the native resolution of your monitor?
What resolution are you sending to it over what interface?
Is their any possibility that you power supply is too small or that your
graphics card is overheating?

Your situation may be related to the power management settings.

Post live tv 
Go to your OEM's or video card manufacturer's website and get the latest
driver.
